About this Journal
Computational Intelligence and Neuroscience is a forum for the interdisciplinary field of neural computing, neural engineering and artificial intelligence, where neuroscientists, cognitive scientists, engineers, psychologists, physicists, computer scientists, and artificial intelligence investigators among others can publish their work in one periodical that bridges the gap between neuroscience, artificial intelligence and engineering.
The journal provides research and review papers at an interdisciplinary level, spanning the disciplines of computer science, mathematics, physics, cognitive science, and neurobiology, with the field of intelligent systems for computational neuroscience as its focus. All aspects relevant to working on theoretical and computational aspects of the development and functioning of the nervous system are within its scope.
Computational Intelligence and Neuroscience was founded in 2006 by Professor Andrzej Cichocki who served as the Editor-in-Chief of the journal between 2006 and 2011.
Computational Intelligence and Neuroscience has been recently accepted for indexing in the Science Citation Index Expanded and will receive its first Impact Factor in mid 2015.
Computational Intelligence and Neuroscience currently has an acceptance rate of 19%. The average time between submission and final decision is 54 days and the average time between acceptance and final publication is 36 days.

Aims and Scope
Computational Intelligence and Neuroscience is a forum for the interdisciplinary field of neural computing, neural engineering and artificial intelligence, where neuroscientists, cognitive scientists, engineers, psychologists, physicists, computer scientists, and artificial intelligence investigators among others can publish their work in one periodical that bridges the gap between neuroscience, artificial intelligence and engineering.
The journal provides research and review papers at an interdisciplinary level, with the field of intelligent systems for computational neuroscience as its focus. This field includes areas like artificial intelligence, models and computational theories of human cognition, perception and motivation; brain models, artificial neural nets and neural computing. All items relevant to building theoretical and practical systems are within its scope, including contributions in the area of applicable neural networks theory, supervised and unsupervised learning methods, algorithms, architectures, performance measures, applied statistics, software simulations, hardware implementations, benchmarks, system engineering and integration and innovative applications.
The journal spans the disciplines of computer science, mathematics, physics, psychology, cognitive science, medicine and neurobiology amongst others. Work on computational intelligence and neuroscience refers to work on theoretical and computational aspects of the development and functioning of the nervous system, which can be at the level of networks of neurons or at the cellular or the sub-cellular level.

Featured contributions will fall into original research papers or review articles. Articles are expected to be high quality contributions representing new and significant research, developments or applications of practical use and value. Decisions will be made based on originality, technical soundness, clarity of exposition, scientific contribution and multidisciplinary impact of the article.
Article Processing Charges
Open access publishing proposes a relatively new model for scholarly journal publishing that provides immediate, worldwide, barrier-free access to the full-text of all published articles. Open access allows all interested readers to view, download, print, and redistribute any article without a subscription, enabling far greater distribution of an author's work than the traditional subscription-based publishing model. Many authors in a variety of fields have begun to realize the benefits that open access publishing can provide in terms of increasing the impact of their work.
In an open access model, the publication costs of an article are paid from an author's research budget, or by their supporting institution, in the form of Article Processing Charges. These Article Processing Charges replace subscription charges and allow publishers to make the full-text of every published article freely available to all interested readers. In addition, authors who publish in our open access journals retain the copyright of their work, which is released under a “Creative Commons Attribution License,” enabling the unrestricted use, distribution, and reproduction of an article in any medium, provided that the original work is properly cited.
Computational Intelligence and Neuroscience is an Open Access journal. Publishing an article in Computational Intelligence and Neuroscience requires Article Processing Charges that will be billed to the submitting author upon acceptance of the article for publication in accordance with the following table.

Instructions to Authors
Author Guidelines
Submission
Manuscripts should be submitted by one of the authors of the manuscript through the online Manuscript Tracking System. Regardless of the source of the word-processing tool, only electronic PDF (.pdf) or Word (.doc, .docx, .rtf) files can be submitted through the MTS. There is no page limit. Only online submissions are accepted to facilitate rapid publication and minimize administrative costs. Submissions by anyone other than one of the authors will not be accepted. The submitting author takes responsibility for the paper during submission and peer review. If for some technical reason submission through the MTS is not possible, the author can contact cin@hindawi.com for support.
Terms of Submission
Papers must be submitted on the understanding that they have not been published elsewhere and are not currently under consideration by another journal published by Hindawi or any other publisher. The submitting author is responsible for ensuring that the article's publication has been approved by all the other coauthors. It is also the authors' responsibility to ensure that the articles emanating from a particular institution are submitted with the approval of the necessary institution. Only an acknowledgment from the editorial office officially establishes the date of receipt. Further correspondence and proofs will be sent to the author(s) before publication unless otherwise indicated. It is a condition of submission of a paper that the authors permit editing of the paper for readability. All enquiries concerning the publication of accepted papers should be addressed to cin@hindawi.com.
Peer Review
All manuscripts are subject to peer review and are expected to meet standards of academic excellence. Submissions will be considered by an editor and “if not rejected right away” by peer-reviewers, whose identities will remain anonymous to the authors.
Concurrent Submissions
In order to ensure sufficient diversity within the authorship of the journal, authors will be limited to having two manuscripts under review at any point in time. If an author already has two manuscripts under review in the journal, he or she will need to wait until the review process of at least one of these manuscripts is complete before submitting another manuscript for consideration. This policy does not apply to Editorials or other non-peer reviewed manuscript types.
Article Processing Charges
Computational Intelligence and Neuroscience is an open access journal. Open access charges allow publishers to make the published material available for free to all interested online visitors. Units of Measurement
Units of measurement should be presented simply and concisely using System International (SI) units.
Title and Authorship Information

Abstract
The manuscript should contain an abstract. The abstract should be self-contained and citation-free and should not exceed 200 words.
Introduction
This section should be succinct, with no subheadings.
Materials and Methods
This part should contain sufficient detail so that all procedures can be repeated. It can be divided into subsections if several methods are described.
Results and Discussion
This section may each be divided by subheadings or may be combined.
Conclusions
This should clearly explain the main conclusions of the work highlighting its importance and relevance.
Acknowledgments
All acknowledgments (if any) should be included at the very end of the paper before the references and may include supporting grants, presentations, and so forth.
References
Authors are responsible for ensuring that the information in each reference is complete and accurate. All references must be numbered consecutively and citations of references in text should be identified using numbers in square brackets (e.g., “as discussed by Smith [9]”; “as discussed elsewhere [9, 10]”). All references should be cited within the text; otherwise, these references will be automatically removed.
Preparation of Figures
Upon submission of an article, authors are supposed to include all figures and tables in the PDF file of the manuscript. Figures and tables should not be submitted in separate files. If the article is accepted, authors will be asked to provide the source files of the figures. Each figure should be supplied in a separate electronic file. All figures should be cited in the paper in a consecutive order. Figures should be supplied in either vector art formats (Illustrator, EPS, WMF, FreeHand, CorelDraw, PowerPoint, Excel, etc.) or bitmap formats (Photoshop, TIFF, GIF, JPEG, etc.). Bitmap images should be of 300 dpi resolution at least unless the resolution is intentionally set to a lower level for scientific reasons. If a bitmap image has labels, the image and labels should be embedded in separate layers.
Preparation of Tables
Tables should be cited consecutively in the text. Every table must have a descriptive title and if numerical measurements are given, the units should be included in the column heading. Vertical rules should not be used.
Proofs
Corrected proofs must be returned to the publisher within 2-3 days of receipt. The publisher will do everything possible to ensure prompt publication. It will therefore be appreciated if the manuscripts and figures conform from the outset to the style of the journal.

Open Access authors retain the copyrights of their papers, and all open access articles are distributed under the terms of the Creative Commons Attribution License, which permits unrestricted use, distribution and reproduction in any medium, provided that the original work is properly cited.
The use of general descriptive names, trade names, trademarks, and so forth in this publication, even if not specifically identified, does not imply that these names are not protected by the relevant laws and regulations.

If there is no conflict of interests, authors should state that “The author(s) declare(s) that there is no conflict of interests regarding the publication of this paper.”
Editorial Workflow
The following is the editorial workflow that every manuscript submitted to the journal undergoes during the course of the peer-review process.
The entire editorial workflow is performed using the online Manuscript Tracking System. Once a manuscript is submitted for publication, the manuscript is checked by the journal’s editorial office to ensure that it is suitable to go through the normal peer review process. Once this is done, the manuscript is sent to an appropriate Editor based on the subject of the manuscript and the availability of the Editors. All manuscripts shall be handled by an Editor who is not from the same institute as any of the manuscript’s authors, is not from the same country as any of the manuscript’s authors, and has not co-authored any papers with any of the manuscript’s authors in the past three years.
If the Editor finds that the manuscript may not be of sufficient quality to go through the normal peer review process, or that the subject of the manuscript may not be appropriate for the journal’s scope, the manuscript shall be rejected with no further processing.
If the Editor finds that the submitted manuscript is of sufficient quality and falls within the scope of the journal, they should assign the manuscript to a number of external reviewers for peer-review. The reviewers will then submit their reports on the manuscripts along with their recommendation of one of the following actions to the Editor:
- Publish Unaltered
- Consider after Minor Changes
- Consider after Major Changes
- Reject: Manuscript is flawed or not sufficiently novel
When all reviewers have submitted their reports, the Editor can make one of the following editorial recommendations:
- Publish Unaltered
- Consider after Minor Changes
- Consider after Major Changes
- Reject
If the Editor recommends “Publish Unaltered,” the manuscript is accepted for publication.
If the Editor recommends “Consider after Minor Changes,” the authors are notified to prepare and submit a final copy of their manuscript with the required minor changes suggested by the reviewers. The Editor reviews the revised manuscript after the minor changes have been made by the authors. Once the Editor is satisfied with the final manuscript, the manuscript can be accepted.
If the Editor recommends “Consider after Major Changes,” the recommendation is communicated to the authors. The authors are expected to revise their manuscripts in accordance with the changes recommended by the reviewers and to submit their revised manuscript in a timely manner. Once the revised manuscript is submitted, the Editor can then make an editorial recommendation which can be “Publish Unaltered,” “Consider after Minor Changes,” or “Reject.”
If the Editor recommends rejecting the manuscript, the rejection is immediate. Also, if the majority of the reviewers recommend rejecting the manuscript, the rejection is immediate.
The editorial workflow gives the Editors the authority to reject any manuscript because of inappropriateness of its subject, lack of quality, or incorrectness of its results. The Editor cannot assign himself/herself as an external reviewer of the manuscript. This is to ensure a high-quality, fair, and unbiased peer-review process of every manuscript submitted to the journal, since any manuscript must be recommended by one or more (usually two or more) external reviewers along with the Editor in charge of the manuscript in order for it to be accepted for publication in the journal.
The name of the Editor recommending the manuscript for publication is published with the manuscript to indicate and acknowledge their invaluable contribution to the peer-review process and the indispensability of their contributions to the running of the journals.
The peer-review process is single blinded; that is, the reviewers know who the authors of the manuscript are, but the authors do not have access to the information of who the peer reviewers are. Every journal published by Hindawi has an acknowledgment page for the researchers who have performed the peer-review process for one or more of the journal manuscripts in the past year. Without the significant contributions made by these researchers, the publication of the journal would not be possible.
