About the journal
Field of Interest Lasers, optical devices, optical fibers and associated lightwave technology and their application in systems and subsystems, in which the quantum electronic devices are key elements. The Society is concerned with the research, development, design, manufacture, and applications of materials, devices and systems, and with the various scientific and technological activities which contribute to the useful expansion of the field of quantum electronics and applications.
Mission Statement LEOS shall advance the interests of its members and the laser, optoelectronics, and photonics professional community by: Providing opportunities for information exchange, continuing education, and professional growth; Publishing journals, sponsoring conferences, and supporting local chapter and student activities; Formally recognizing the professional contributions of members; Representing the laser, optoelectronics, and photonics community and serving as its advocate within the IEEE, the broader scientific and technical community, and society at large.
Instructions to Authors
If you wish to publish an article in an IEEE journal, transactions, or magazine, or submit a proposal for a book, send the manuscript to the appropriate editorial office or editor, using the list below. If you are unsure of the appropriate publication, send your manuscript to IEEE Publications, 445 Hoes Lane, Piscataway, NJ 08854 USA.

Information may also be found in many of the journals themselves, usually on the back or inside back cover. All guides are free. They must be requested by their correct titles to avoid confusion. The Publications Dept. at the IEEE provides authors and co-authors an opportunity to purchase reprints of their articles published in our IEEE Transactions & Journals. The first 100 reprints include shipping via UPS inside the USA. Airfreight delivery, additional handling and shipping charges will be added and are listed on the order form.
Rates for black & white reprints can be found on the Reprint order form. Please include this amount in your total if applicable.
The reprints will be shipped approximately 4-6 weeks after the Transactions or Journal has been mailed. Orders in excess of $1,000 must have a purchase order included. Please include a phone number, fax or e-mail address in case you need to be notified of any changes in your order.

It is the policy of the IEEE to own the copyright to the technical contributions it publishes on behalf of the interest of the IEEE, its authors, and their employers, and to facilitate the appropriate reuse of this material by others. To comply with IEEE policy under the U.S. Copyright Law, authors are required to submit a signed IEEE copyright transfer form with each manuscript.
Electronic Publication
Electronic Publication/Disk Submission Instructions: Including Information for Figures on Disk The IEEE requires that you submit one disk containing the text portion of your paper and one or more separate disks containing the figures, together with your hard copies for publication.
Submission
Please submit:
- an original and three hard copies of all manuscripts, including the original ink drawings and/or glossy photographs of the figures,
- references which must include full titles and first and last page numbers of articles
- indexing keywords
- the completed copyright release form
- an electronic version containing the paper, with text and art saved separately (graphics as .eps, .ps, or .tif files only)
- photographs (.eps, .ps, or .tif format) and short biographies of the authors

Page Charges
After a manuscript has been accepted for publication, the author's company or institution will be requested to pay a charge of $110 per printed page to cover part of the cost of publication. In addition, overlength paper charges of $220 per printed page for contributed papers are mandatory for each page or part thereof over eight. Authors will be given the option to shorten overlength papers to avoid these charges. Payment of page charges for contributed papers (first eight pages only) for this IEEE/OSA JOURNAL is not a prerequisite for publication. The authors will receive 100 free reprints (without covers) if the page charge is honored. Special charges will apply is color art is required. Detailed instructions will accompany the page proofs.
