About the journal

Jointly sponsored by the IEEE Communications and Computer societies and the Association for Computing Machinery (ACM), this bimonthly journal reflects the multidisciplinary nature of communications networks. It is committed to the timely publication of high-quality papers that advance the state-of-the-art and practical applications of communication networks. Both theoretical research contributions (presenting new techniques, concepts, or analyses) and applied contributions (reporting on experiences and experiments with actual systems) and tutorial expositions of permanent reference value are published. The topics covered by this journal include:

  • Network Architecture and Design, including networks for local, metropolitan or wide areas, Broadband and very high rate networks, data networks, telephone networks, network interconnections, and the performance analysis of these systems.
  • Communication Protocols, including the design and analysis of protocols for network access, error recovery, routing, congestion, and flow control; and formal methods for the verification, testing, and conversion of communication protocols.
  • Network Software, including distributed processing environments for network systems; network software architecture; network applications, e.g., directory services and call processing; network signaling; and application programming interfaces.
  • Network Technologies including the selection and use of different technologies, such as lightwave or radio; switching technologies applied to networks; and network systems integration.
  • Network Services and Applications, including connectionless and connection-oriented services; personal, location-independent communications; multimedia services and applications; and the implications of applications on network requirements.
  • Network Operations and Management, including operations and management applications, network planning and evolution, network reliability and survivability, and network security.

Instructions to Authors

IEEE/ACM Transactions on Networking welcomes and encourages the submission of manuscripts for potential publication in the journal. The journal has approximately 10,000 subscribers, a commitment to a rapid but thorough review process, a fairly short time from paper acceptance to actual publication, and an outstanding editorial board. To authors, the journal offers an attractive vehicle for rapid and wide dissemination of their research results. For readers, the journal is the place to go for the most important, up-to-date research developments in the field.

Paper Scope

All papers submitted should be within the scope of the journal.

Paper Organization Guidelines

All papers should be written in English. It is essential that each manuscript be accompanied by a 75 to 200 word abstract that clearly outlines the scope and contributions of the paper. Introductory discussion should be kept at a minimum and material published elsewhere should be referenced rather than reproduced or paraphrased. Authors should strive for maximum clarity of expression, bearing in mind that the purpose of publication is dissemination of technical knowledge and that an excessively complex or poorly written presentation would obscure the significance of the work described. Care should also be taken in organizing the results such that contributions of the work, as well as a logical, consistent progression of thought are evident. It is strongly suggested that material which is not essential to the continuity of the text (e.g., proofs, derivations, or calculations) be placed in Appendices.

Length Guidelines

Submitted papers should be concisely written. We currently have a length limitation (subject to change from time to time) for accepted papers of 14 two-column formatted pages (including title, abstract, all figures, tables, references, biographies and author pictures). Published papers may exceed this length only with specific permission from the Editor-in-Chief on a case-by-case basis. If LaTeX is being used, the linked style file approximates the Transactions' formatting.

Submitted papers do not have to use the two-column formatting but an effort should be made by the authors to check the length of their papers against these guidelines. An approximate guideline for the paper size in normal (not two-column) formatting is that the paper should be no longer than 25 single sided pages with double-spaced, 12pt font, text with 26 lines per page, excluding figures. Figures should be used sparingly, and repetitive patterns or results omitted.

Papers meeting these guidelines are likely to experience shorter review cycles. Submitted manuscripts significantly exceeding these guidelines will be returned to the authors for revision before being reviewed. (If in doubt about the appropriateness of the length of your manuscript please check with the Editor-in-Chief.)

Submission of Manuscripts for Possible Publication

Electronic submission of manuscripts is strongly encouraged and can often lead to a shorter review cycle. Instructions for electronic submission can be found at http://www.ton.cc.gatech.edu/esub.html . If electronic submission is not possible, authors may submit five copies of the manuscript to the Editor-in-Chief: Professor Mostafa H. Ammar, Editor-in-Chief, IEEE/ACM Transactions on Networking, College of Computing, Georgia Institute of Technology, Atlanta, GA, 30332-0280 USA, phone: (404) 894 3292, email: ton@cc.gatech.edu.

Copyright Information

Submissions should be accompanied by a signed IEEE Copyright assignment. This form is available for copying in the February issue of each year of IEEE/ACM Transactions on Networking, or can be obtained electronically. The copyright will be held by IEEE, with ACM having republishing rights. The copyright is held by IEEE during the review period. If the paper is not selected for publication, the copyright is returned to the authors who may, at that time submit the paper to others for consideration.

If the submission contains material which has been previously published, the Editor-in-chief should be notified at the time of submission. Note: Papers that are published, or concurrently submitted to another journal, conference, or book will not be considered for publication in IEEE/ACM Transactions on Networking. Revised or extended versions of papers published in conference, workshop or symposium proceedings may be submitted to the Transactions. However, verbatim copies of such papers will not be considered, as it is the opinion of the Transactions on Networking editorial board that any such paper can be improved as a result of conference refereeing, presentation in a public forum, and feedback provided by that forum.

Finally, it is the policy of this publication that all clearance for all of the authors and included material be obtained before submission of the paper for publication. Company clearance, if needed, should also be obtained before submission. The authors are responsible for obtaining all necessary copyright releases for copyrighted material which has appeared in non-IEEE publications.

Publication of Accepted Papers

Page Charges: After a manuscript has been accepted for publication, the author's company or institution will be requested to pay a charge of $110 per printed page to cover part of the cost of publication. Page charges for IEEE/ACM Transactions of Networking are not obligatory nor is their payment a prerequisite for publication. Page charges will be handled by IEEE Publications and the editorial staff of this Transactions has no involvement with these charges. An author will receive 100 free reprints without covers if the charge is honored. Detailed instructions will accompany galley proofs.
