Instructions to Authors

The IEEE TRANSACTIONS ON WIRELESS COMMUNICATIONS (TWireless) invites the submission of high-quality technical manuscripts on advances in the state-of-the-art of wireless communications. Both theoretical contributions (including new techniques, concepts, and analyses) and practical contributions (including system experiments, prototypes, and new applications) are encouraged. Tutorial expositions of permanent reference value are also welcome.  Material that has been previously copyrighted, published, or accepted for publication will not be considered for publication. Exceptions to this rule include items that have limited distribution, have appeared in Abstract form only, or have appeared only in conference proceedings. Notice of such prior publication must be disclosed at the time of submission to this Journal. All papers are considered on the basis of their individual merit for publication in TWireless. In most cases, a conference paper must be substantially revised to meet the technical standards maintained by the Journal. A manuscript identical to, or largely based upon, a conference paper must be so identified. All papers are reviewed by competent referees and are considered on the basis of their significance, novelty, and usefulness to the Journal readership.

Two categories of papers will be published:

  1. TRANSACTIONS PAPERS which present major technical contributions of archival value; and
  2. TRANSACTIONS LETTERS that present new enhancement of previously published work, statements of open problems, comments on published papers, and corrections.
Transactions Papers should be concisely written and be no longer than 20 double-spaced pages (12-point font, approximately 26 lines per page with 6.5-inch line length) excluding figures. It is essential that each manuscript be accompanied by a 75- to 200-word abstract clearly outlining the scope and contributions of the paper and by index terms. Figures should be used sparingly and repetitive patterns or results omitted. Papers should not have more than a total of 12 figures and tables and these should be placed at the end of manuscript when it is submitted for review. Submitted papers exceeding these guidelines will be returned to the authors for revision before being reviewed.

Transactions Letters should be concisely written and be no longer than 10 double-spaced pages (12-point font, approximately 26 lines per page with 6.5-inch line length) excluding figures. It is essential that each manuscript be accompanied by a 75- to 100-word abstract clearly outlining the scope and contributions of the paper and by index terms. Letters should not have more than a total of 6 figures and tables and these should be placed at the end of manuscript when it is submitted for review. Submitted Letters exceeding these guidelines will be returned to the authors for revision before being reviewed.

All papers must be written in English. Introductory discussion should be kept to a minimum, and material published elsewhere should be referenced rather than reproduced or paraphrased. Authors should strive for maximum clarity of expression, bearing in mind that the purpose of publications dissemination of technical knowledge and that an excessively complex or poorly written presentation can only obscure the significance of the work described. Care should be taken in the organization of the paper, such that a logical and consistent progression of thought is evident. It is strongly suggested that material which is not essential to the continuity of the text (e.g., proofs, derivations, and calculations) be placed in Appendices. Authors with language difficulties should, whenever possible, obtain the assistance of a colleague fluent in English before submitting a manuscript for publication.

Electronic Submission:  Manuscripts must be submitted electronically to the Editor-in-Chief at Twireless@ee.ust.hk.  Manuscripts must be in the form of uncoded Postscript files or pdf files attached to standard emails that have not been generated via a WEB browser.  The subject line of the email must include the Postscript file name in the format xxxx.ps or the pdf file in the format xxxx.pdf (If possible, it will be best that pdf files be submitted).  When printed, the manuscript must satisfy all the page and figure count guidelines noted in the Submission Guidelines. In addition, there should be a covering email containing:

  1. Paper category;
  2. Name, address, telephone and fax numbers of all authors (including the preferred mailing address, telephone and fax numbers, and e-mail address for correspondence); and
  3. Title and a text-only version of the abstract.
Manuscripts that fail to comply with these guidelines will be deleted without acknowledgment and not processed further. Supplemental material, such as biographies, photographs, and original figures, will be requested when needed for publication. Generally, color photographs are not permitted.

All authors must send by airmail a signed IEEE Copyright Form when submitting a paper to the Editor-in-Chief and must have company clearance for submission. Submitted papers are assumed to contain no proprietary material unprotected by patent or patent application. Responsibility for technical content and for protection of proprietary material rests solely with the author(s) and their organizations and is not the responsibility of the IEEE or its editorial staff. The format of papers submitted to TWireless should follow IEEE editorial and typographical standards, as described in "Information for IEEE Authors," which is available from the IEEE Transactions/Journal Department, 445 Hoes Lane, Piscataway, NJ 08855-1331 or email trans@ieee.org or fax 732-562-0545.

After a manuscript has been accepted for publication, the authors must provide to the Publications Editor an electronic version of their paper on disk after acceptance. Please ensure that the disk version and the paper version agree. Although most standard electronic formats can be used, a list of acceptable formats can be obtained from the Publications Editor of the journal.

Page Charges Policy

After a manuscript has been accepted for publication, the author's company or institution will be requested to pay a Voluntary Page Charge of US$110.00 per printed Transactions page, for the first seven pages of a paper, to cover part of the cost of the publication. Payment of page charges for this IEEE is not a prerequisite for publication. The authors will receive 100 free reprints if the page charge is honored.

For all submissions after September 1, 2002 that are accepted for publication are subject to a Mandatory Page Charge overlength of US$220.00 for each Transactions page exceeding seven printed pages.  This charge over the first seven pages is based on the final typeset length and not on manuscript length, and is a prerequisite for publication.
Detailed instruction will accompany the page proofs.

Policy on Self Plagiarism

IEEE Publications has long maintain the policy that verbatim copying of another's work (plagiarism) is unacceptable author conduct.

The Communications Society vales the intellectual contributions of its authors, and vigorously enforces the IEEE policy on plagiarism.  As IEEE modifies its publication policies, it is important that authors who submit their work to ComSoc journals and magazines are informed of these changes.

In November 2002, the IEEE Board of Directors approved a new policy on Duplicate Publication and Self-Plagiarism.  This policy is found in the IEEE Policies document, Sections 6.4.1B(f) and 6.4.1B(h).  These two sections are given below.

(f) Plagiarism is unacceptable.  The verbatim copying or reuse of one's own research (as indicated in paragraph below) is considered another form of plagiarism or self-plagiarism; it is unacceptable.

(h) Except as indicated in Section 6.3.4 (Multiple Publication of Original Technical Material in IEEE Periodicals), authors should only submit original work that has neither appeared elsewhere for publication, nor which is under review for another referred publication.  If authors have used their own previously published work(s) as a basis for a new submission, they are required to cite the previous work(s) and very briefly indicate how the new submission offers substantial novel contributions beyond those of the previously published work(s).

Electronic Posting Policy

Author submitting manuscripts for review to ComSoc publications should be aware of the IEEE policy on "Electronic Preprints"  The policy particularly applies to authors who post part or all of a submitted manuscript on a Web site.  This policy is found in the Publication Services and Products Board (PSPB) Operations Manual, in Section 8.1.10B, that is,

Electronic Preprints.  Upon submitting an article to the IEEE for review and possible publication, the author must add the following notice to the first screen of any of his/her previously posted electronic preprint versions of the paper.  This work has been submitted to the IEEE for possible publication.  Copyright may be transferred without notice, after which this version may no longer be accessible.

When IEEE accepts the work for publication, the author must add the IEEE copyright notice shown in Section 8.1.10A above to any previously posted electronic version of the particular paper submitted and provide IEEE with the electronic address (URL, ftp address, etc.) of the primary electronic posting.

When IEEE publishes the work, the author must replace the previous electronic version of the accepted paper with either (1) the full citation to the IEEE work or (2) the IEEE published version, including the IEEE copyright notice and full citation.  Prior to revised version of the paper must not be represented as the published version.
