About the journal
Optical Materials Express is OSA's newest all-electronic, open-access optics journal. The journal primarily emphasizes advances in novel optical materials, their properties, modeling, synthesis and fabrication techniques; how such materials contribute to novel optical behavior; and how they enable new or improved optical devices.
Instructions to Authors
Communication of original research results may be one of the most important components of the scientific research enterprise, yet in many cases, aspects of the publication process might be unfamiliar. To demystify the process, OSA has developed a "Publishing Your Manuscript" brochure that is intended to provide authors, particularly young researchers, with an overview of this process. Tips for preparing your manuscript along with general information and best practices about submission, and peer review are outlined in each section. This brochure is not meant to be an exhaustive list of all aspects of the publication process, but rather a useful starting point.

Peer Review Process Step-by-Step
OSA has provided step-by-step overview of the peer review process for a typical manuscript. This document outlines each step of the peer review process from the time an author submits a paper to a final manuscript decision. Once accepted, a manuscript will begin the production process. Manuscript Tracking
After completing the submission process, the corresponding author may view the current status of a manuscript at any time in the Prism queue will be displayed. The Manuscript ID number will link to the PDF version of the manuscript. The paper title will link to a status page, which gives the current status of the manuscript, lists all activities performed on the manuscript and shows the submission details. The Action Required column will indicate if an author action is pending. Co-authors may also view manuscript activity for all submissions received beginning 7 March 2013.
Comments and Replies
Comments on articles previously published will be considered in OSA journals. A comment should occupy no more than three to four journal pages (no more than one page for Optics Letters and no more than two for Optics Express) including title, author list, tables, figures, and references. All comment papers submitted to Optics Letters should be received no more than 6 months after the publishing of the original article.
The abstract should be brief. The comment should be substantive and collegial in tone. Polemical comments will be rejected. The main purpose of a comment should be to point out and to correct significant errors or deficiencies in papers, to clarify or to extend the implications of a paper, or to take issue with the conclusions reached. Comments whose primary purpose is to discuss issues of priority or to call attention to oversights in a reference list will generally not be considered for publication.
After a Comment is reviewed and approved by qualified referees, it will be forwarded to the authors of the article being commented on to allow them an opportunity to provide additional feedback. If, after receiving this response, the editor decides to accept the Comment for publication, the original authors will be asked to submit a formal Reply. Replies are subject to the same length restrictions as Comments. If the Reply is accepted, both Comment and Reply will be published together in the next available issue of the journal.
Revised Manuscripts
Manuscripts returned to the author for revision should be returned to OSA as quickly as possible. The decision email will include the due date for submission of the revised manuscript. Any revisions received after that date will be assigned a new received date. After revising the paper and writing a detailed reply to the reviewers with a list of changes made to the paper, the corresponding author will log onto the ADS Author queue to submit a revised manuscript and response. The editor will then make a final decision or choose to send the manuscript back to reviewers.
Accepted Manuscripts
All accepted papers are subject to editing to ensure readability and conformity to journal style. If a student-level reader might find your English difficult to understand, please have a colleague who is fluent in English edit your paper before you submit it to OSA. Authors will receive page proofs of their papers; typically, authors are prompted by e-mail to log in and access PDF proofs from a vendor website. Page proof corrections should be returned the OSA Editorial Department as soon as possible, preferably within 24 hours of receipt and preferably by e-mail, to avoid publication delays.
Appeals
In many cases, papers are deemed unsuitable for publication after peer review. If as an author you receive such a decision and you would like to appeal it, please send a detailed letter addressed to the Topical or Associate editor with your arguments for reconsideration, along with a thorough response to all the referee comments, to the main journal email address. Your correspondence will be sent to the original Topical or Associate Editor immediately. A final ruling will be made by him/her as soon as possible. The Topical or Associate Editor's ruling on the appeal, in almost all cases, will be final. Under exceptional circumstances, an appeal may also be made to the Editor-in-Chief of the journal.
