About the journal
About CIC:
A legally registered non-profit institution formed by the workers in communications science and technology and communications enterprises and institutions nation-wide on a voluntary basis, China institute of Communications (CIC) which is juridical association registered according to law at the Ministry of Civil Affairs serves as a bridge linking the party and government with the communications science workers.
CIC is the main channel for academic exchanges, the main force for disseminating science and technology, the main representative body in both international and national scientific and technological exchanges and the home for all the workers in communications science and technology in China
Under the leadership of the China Association for Science and Technology and the Ministry of Information Industry (MII), ClC is authorized by MII to provide medium services of scientific and technological nature.
The key tasks of CIC are the following:
1. Organize academic and technological exchanges at home and abroad;
2. Provide consulting services regarding communications technologies, policies and projects;
3. Disseminate communications science related knowledge and conduct continued education and training;
4. Supervise publications on communications science and technology;
5. Hold communications exhibitions;
6.Organize non-governmental cooperation and exchanges with international academic organizations and institutions;
7.Entrusted to organize communications project evaluation and result appraisal to select award-winning projects for scientific and technological progress and conduct honor and award presenting activities;
8 Assess and examine technical and job qualifications for the purpose of discovering and recommending talents;
9. Other medium activities related to science and technology .
CIC has set up the following bodies in the light of its work requirements:
21 specialized committees have been set up under the leadership of the CIC Council.
7 working committees have been established under the leadership of the Council.
As an integral part of CIC, the communications institutes set up in 32 provinces, municipalities and autonomous regions across the country are under the guidance of CIC in their field of work, report their work to the provincial (autonomous regional and municipal) associations for science and technology and are affiliated to the provincial (autonomous regional and municipal) communications authorities for administration
Being an academic body involving multiple industries and sectors, CIC now has 50000 members, 4000 senior members, 294 fellows and 38 corporate members. (Membership will increase in the near future) The publications under CIC's jurisdiction include "Journal of ClC", "Telecommunications Science", " Communications Today'and "China Telecommunications Trade".
CIC has maintained working relationship or signed long-term cooperative agreements with the communications and information institutions and associations of many countries and regions including IEEE Comsoc, The Hong Kong institution of Electrical Engineers, CITA, The Institute of Electronics, Information & Communications Engineers of Japan, the Communications Institute of Korea, etc.

Popularization of Science
Organizing commemorative activities for World Telecom Day for 20 years in a row. Dissemination new communications knowledge and technologies among the middle-level and senior leading members of the government ministries and commissions for 7 years running.
Organizing on behalf of the government several training courses on policies, laws and regulations and new technologies.
Peer Review Policy
Competent reviewers are selected from the Editorial Board and guest editors. Identities of reviewers will not be revealed in order to get a candid review. The reviewers are asked to complete the Paper Review Form and recommend to the Editor-in-Chief whether the paper should be accepted, revised or rejected after the reviews are completed. The peer review process takes up to 2 months. The Editor-in-Chief will closely monitor the process to ensure a thorough, unbiased, confidential review
Instructions to Authors
Thank you for contributing to China Communications. Please read the Submission Requirements carefully before you submit your paper.
Submission Requirements
All papers should be submitted electronically as Microsoft Word or PDF files. Accepted papers will not exceed 5000 words. Each submission should be accompanied by the following information:
an abstract of about 100 words
3 or more key words
a complete list of authors and their affiliations
brief biography of authors
photographs of authors
contact information, including email addresses and mailing address.
A reply will be sent upon receiving your papers, and the peer review period can be up to 2 or 3 months. Thank you for your patience. Please submit your paper via email: chinacom@china-cic.org
