Education Finance and Policy, the official journal of the Association for Education Finance and Policy, is devoted to examining the policy implications, scholarly basis, and operational practices on which the financing of education institutions and systems is based. EFP draws from a range of fields, including economics, political science, public administration and policy, law, and education finance, to cover topics related to revenue generation and distribution, institutional productivity, social equity, linkages between finance and governance and the effects of competition and labor market dynamics in education.

Instructions to Authors
Submissions and questions may be directed to the editors at efp@warrington.ufl.edu.

Format
  1. No paper known to be under consideration by another journal will be reviewed.
  2. Manuscript file should be either MS Word, PDF, or WordPerfect.
  3. EFP uses a single-blind review process.
  4. A cover page should include the title of the paper, each author’s name, title, affiliation, mailing address, and any acknowledgments. The Editors expect disclosure of all sources of financial support (including consulting arrangements) directly related to the research contained in the submission.
  5. All manuscripts should be double spaced throughout.
  6. Margins should be one inch on all sides.
  7. All pages, including tables, appendices, and references, should be serially numbered.
  8. Turn off all hyphenation and justification routines.   
  9. Spell out one-digit numbers unless they are used with units of measure or are directly compared with a larger number: four teachers; 5 cm; 8 principals and 16 teachers.                                                                                                                                                                        

Abstract

An abstract of not more than 200 words should be included. The abstract should include a readable summary of the research issues, methodology, and principal findings and contributions. In addition, please identify the type(s) of public policy officials who would be potential audience-members for your manuscript.

Tables and Figures

  1. Each Table and Figure (graphic) should appear on a separate page and should be placed at the end of the text. Each should bear an Arabic number.
  2. A reference to each Table or Figure should be made in the text.
  3. Tables and Figures should be reasonably interpreted without reference to the text.
Documentation
  1. Use the “author-date” system keyed to a list of works in the reference list. In-text citations are in chronological, then alphabetical, order. List all authors up to three; use et al. for four or more authors. For example: (Jones 1987); with two authors, (Jones and Smith 1987); with four or more authors, (Jones et al. 1987); with two or more works by one author (Jones 1987, 1989); with more than one source cited together, (Jones 1987; Smith 1990).
  2. Use “p.” or “pp.” to denote page numbers, for example (Jones 1987, p. 115).
  3. When the reference list contains more than one work of an author published in the same year, the suffix a, b, etc. follows the date in the text citation. For example, (Jones 1987a).
Reference List
  1. Arrange citations in alphabetical order according to surname of the first author or name of institution responsible for the citation. List authors for each citation, even when the previous citation has the same author(s).
  2. In listing more than one name in references (Cheng, David C., Benton E. Gup, Jr., and Larry D. Wall) always use a comma before “and.”
  3. Dates of publications should be placed immediately after authors’ names.
  4. Multiple works by the same author should be listed in chronological order of publication. Two or more works by the same author in the same year are distinguished by letters after the date.

Footnotes or Endnotes

Footnotes should be used only for extensions and useful excursions of information that if included in the body of the text might disrupt its continuity. Footnotes should be numbered consecutively throughout the manuscript with superscript Arabic numerals.

Empirical Results

Please provide an Appendix with a complete description of all data sources. The Editors expect authors of accepted papers to provide data documentation adequate for replication of their research findings by others. In the case of publicly available data sets (such as the NELS or SASS), identification of variables used and any selection criteria for inclusion in the sample should usually be adequate. For other data sets, the Editors expect a computer diskette containing the data and programs used to extract the data will be provided to other researchers wishing to replicate the findings. In the case of papers using proprietary data that cannot be released to other researchers, please notify the Editors at the time of submission.

Please try to use short descriptions of variables rather than symbols, acronyms, or abbreviations in Tables reporting empirical results. Use asterisks to denote levels of statistical significance and superscript lower-case letters to denote footnotes in Tables.

Experimental Data

If reporting experimental results, please provide copies of the instructions and protocol with each copy of the submitted manuscript. The Editors expect the complete data set from the experiment to be provided to other researchers wishing to replicate the findings.



Survey Data

If reporting original survey results, please describe in either the text or an appendix the survey instrument(s) employed, the methods of data collection, the sampling protocols, and the disposition of responses. The Editors expect the survey data set used in the analysis, stripped of any individual identifiers, to be made available.
