About the journal
Systems Engineering , The Journal of the International Council on Systems Engineering (INCOSE), is a primary source of multidisciplinary information for the systems engineering and management of products and services, and processes of all types. Systems engineering activities involve the technologies, processes, and systems management approaches needed for: definition of systems, including identification of user requirements and technological specifications; development of systems, including conceptual architectures, tradeoff of design concepts, configuration management during system development, integration of new systems with legacy systems, and integrated product and process development; and deployment of systems, including operational test and evaluation, maintenance over an extended lifecycle, and reengineering. Modern systems, including both products and services, are often very knowledge intensive, and are found in both the public and private sectors. The journal emphasizes strategic and program management of these, and the information and knowledge base for knowledge principles, knowledge practices, and knowledge perspectives for the engineering of systems. Definitive case studies involving systems engineering practice are especially welcome.

Instructions to Authors
Instructions
A covering letter must accompany each submission indicating the name, address, telephone number, fax number, and E-mail address of the author to whom all correspondence is to be addressed. An affiliation must be supplied for each author. If the manuscript has been presented, published, or submitted for publication elsewhere, please inform the Editor-in-Chief. Our primary objective is to publish technical material not otherwise available, but we do occasionally publish papers of unusual merit that have appeared or that will appear elsewhere when there is full justification for this.

Alternatively, electronic submission of manuscripts for review purposes is strongly encouraged as this will speed up the review process considerably. Please send a copy of your complete manuscript in a single file with art and tables in approximately the proper location to asage@gmu.edu .
Format
Manuscripts should contain: Title; names and complete affiliations of authors, including phone number, facsimile number, and e-mail address. Please provide an informative 100 to 200 word abstract at the beginning of your manuscript. The abstract should provide an overview of your paper and not a statement of conclusions only. If applicable, please provide keywords; contract grant sponsor(s); contract grant numbers(s). Regular papers are normally about 10 to 15 published journal pages in length, or shorter. Communications are generally no more than 5 journal pages in length. Authors should write succinctly and should note that a significant element of the review process will be the paper length relative to its content and the clarity of writing. The paper should be subdivided into sections and subsections, numbered with Arabic numerals as in 1.1 or 2.3, to aid readability. For references; tables; list of figure captions; and figure specifications, please see below. Authors of accepted papers will be asked to supply a head and shoulders photograph of themselves and a technical biography. The biography should be in the form used for biographies in professional journals. It should contain information concerning: name, degrees earned, fields(s) of study, school, city, state, chief employment dates, organizations, positions held, type of work, responsibilities, present position, and professional society membership, offices, awards.
Instructions for Typists
Manuscripts must be typed double-spaced on a single side only on standard 8 ½ × 11-inch (21.5 × 28-cm) white paper with one-inch margins. Material intended for footnotes should be inserted in the text as parenthetical material whenever possible. All mathematical symbols, equations, formulas, Greek and/or unusual symbols should be typed. If they must be handwritten, please write clearly and leave ample space above and below for printer's marks. When handwritten symbols are necessary, please provide a separate sheet listing and defining such symbols. This list will help to distinguish between characters that may otherwise be confused (e.g., b, B, ). Please underscore with a wavy line all vector quantities or use boldface type if available. Please label vector quantities as such the first time they occur in the manuscript. If italic type is unavailable to the typist, please underscore with a straight line anything to be printed in italic type. Please note that the use of italics for emphasis should be used with extreme discretion.
References

Please compile references on a separate sheet at the end of the main body of the text. References to published literature should be quoted in the text by giving author's name, year of publication and where needed for a quote, the page number, such as Smith [1995: 22] or [Smith, 1995: 22]. The format for multiple references is either Smith [1997] and Jones and Black [1996], or [Smith, 1997; Jones and Black, 1996]. References should be listed alphabetically in the last section of the paper titled “References.�References must be complete and include authors' initials, title of the paper or book, name of the journal, volume, year of publication, pages on which the article appears. Book references must include year of publication, publisher, city of publication. Anthologies and collections must include names of editors and pages on which the reference appears. Books in a series must include series title and number/volume if applicable. Because of the large quantity of conference proceedings available, it is critical to give as much information as possible when citing references from proceedings. Please include the complete title of the meeting, symposium, etc. ( do not abbreviate titles ), and the city and dates of the meeting. If a proceeding has been published, please provide the editors' names, publisher, city, and year of publication, and pages on which the article appears. If a proceeding has not been published, please indicate so. Examples follow:

Tables
Tables should not be incorporated into the text but be grouped separately after the references. All tables should be numbered consecutively with Roman numerals and should include a heading.
Figures
Figures must be numbered consecutively with arabic numerals. Figures must not be integrated into the text, but must accompany it separately. Please supply a list of figure captions on a separate sheet.
Line Drawings. Figures should be professionally prepared and submitted in a form suitable for reproduction (camera-ready copy). Computer-generated graphs are acceptable only if they have been printed with a high-quality laser printer. Authors are cautioned to provide lettering of graphs and figure labels that are large, clear, and “open�so that letters and numbers do not become illegible when reduced. Likewise, authors are cautioned that very thin lines and other fine details in figures may not successfully reproduce. Original figures should be drawn with these precautions in mind.
Halftones. High-quality photographs are necessary for clear halftone reproduction. Author photographs must be submitted as hard copy, not as electronic files.
Color Art. Color illustrations may be submitted to the journal. All color figures will be reproduced in full color in the online edition of the journal at no cost to authors. Authors are requested to pay the cost of reproducing color figures in print. Authors are encouraged to submit color illustrations that highlight the text and convey essential scientific information. For best reproduction, bright, clear colors should be used. Dark colors against a dark background do not reproduce well; please place your color images against a white background wherever possible. Disk Submission Instructions
Please return your final, revised manuscript on disk as well as hard copy. The hard copy must match the disk.
The Journal strongly encourages authors to deliver the final, revised version of their accepted manuscripts (text, tables, and, if possible, illustrations) on disk. Given the near-universal use of computer word-processing for manuscript preparation, we anticipate that providing a disk will be convenient for you, and it carries the added advantages of maintaining the integrity of your keystrokes and expediting typesetting. Please return the disk submission slip below with your manuscript and labeled disk(s).
Guidelines for Electronic Submission
In addition to providing hard copy, authors are encouraged to submit the final version of their manuscript to the Editor-in-Chief electronically, including manuscript, art, tables, author photos and biosketches, copyright release form, and manuscript checklist form.
Please note : This journal does not accept Microsoft Word 2007 documents at this time. Please use Word’s “Save As�option to save your document as an older (.doc) file type.
Text Storage medium . 3-1/2" high-density disk in IBM MS-DOS, Windows, or Macintosh format.
Software and format . Microsoft Word 6.0 is preferred, although manuscripts prepared with any other microcomputer word processor are acceptable. Refrain from complex formatting; the Publisher will style your manuscript according to the Journal design specifications. Do not use desktop publishing software such as Aldus PageMaker or Quark XPress. If you prepared your manuscript with one of these programs, export the text to a word processing format. Please make sure your word processing program's "fast save" feature is turned off. Please do not deliver files that contain hidden text: for example, do not use your word processor's automated features to create footnotes or reference lists.
File names . Submit the text and tables of each manuscript as a single file. Name each file with your last name (up to eight letters). Text files should be given the three-letter extension that identifies the file format. Macintosh users should maintain the MS-DOS "eight dot three" file-naming convention.
Labels . Label all disks with your name, the file name, and the word processing program and version used.
Illustrations All print reproduction requires files for full color images to be in a CMYK color space. If possible, ICC or ColorSync profiles of your output device should accompany all digital image submissions.
Storage medium . Submit as separate files from text files, on separate disks or cartridges. If feasible, full color files should be submitted on separate disks from other image files. 3-1/2" high-density disks, CD, Iomega Zip, and 5 1/4" 44- or 88-MB SyQuest cartridges can be submitted. At authors' request, cartridges and disks will be returned after publication.
Software and format . All illustration files should be in TIFF or EPS (with preview) formats. Do not submit native application formats.
Resolution . Journal quality reproduction will require greyscale and color files at resolutions yielding approximately 300 ppi. Bitmapped line art should be submitted at resolutions yielding 600-1200 ppi. These resolutions refer to the output size of the file; if you anticipate that your images will be enlarged or reduced, resolutions should be adjusted accordingly.
File names . Illustration files should be given the 2- or 3-letter extension that identifies the file format used (i.e., .tif, .eps).
Labels . Label all disks and cartridges with your name, the file names, formats, and compression schemes (if any) used. Hard copy output must accompany all files.
