About the journal
The Harvard Environmental Law Review (HELR) has been published semi-annually, in winter and spring, since 1976.
HELR publishes articles on a broad range of environmental affairs, such as land use; air, water, and noise regulation; toxic substances control; radiation control; energy use; workspace pollution; science and technology control; and resource use and regulation. HELR draws upon environmental experts from government, academia, private practice, industry and public interest groups to cover legal developments at the local, state, federal, foreign, and international levels.

Instructions to Authors
Authors interested in submitting manuscripts of articles for publication should contact HELR at the earliest possible date. HELR accepts manuscripts year-round. There is no formal deadline for publication in a given issue, but decisions for the Winter issue are generally made by early September; and for the Spring issue by late January.
Length Limits:
HELR has adopted a new policy limiting the length of articles we will accept or publish. The policy is an effort to address the growing length of law review articles and is inspired by length limits adopted by the Harvard Law Review.
HELR will give preference to articles under 25,000 words in length including text and footnotes. HELR will not publish articles exceeding 35,000 words, except in extraordinary circumstances.
To submit a manuscript, please submit your article as an email attachment to our email address, hlselr@law.harvard.edu
While we prefer email submissions, mailed submissions will be accepted. Send a double spaced copy of the text as well as a floppy disk with your manuscript on it. Unpublished manuscripts will be returned to the author only if accompanied by return postage. Manuscripts may be sent to:
