About the journal

Public Administration and Development (PAD) reviews and assesses in the practice of public administration at local, regional, national and international levels where it is directed to development in less industrialised and transitional economies. It gives special attention to investigations of the management of all phases of public policy formulation and implementation which have an interest and importance beyond a particular government and state. PAD has a particular interest in the link between public administration practice and management research and provides a professional forum for reporting on new experiences and experiments. Pad also publishes articles on development management in the NGO sector. Books on development administration across the regions and those with related interests in the area of development studies. It is widely read and contributed to by academics and public servants alike at all levels, including consultants, donors and policy advisers. With its case study approach, it is also frequently used for teaching and training purposes.
Instructions to Authors
Initial Manuscript Submission. Submit two copies of the manuscript (including copies of tables and illustrations) to: the Editor, c/o John Wiley & Sons Ltd, 4th Floor International House, Ealing Broadway Centre, London W5 5DB, U.K. The Editor welcomes original articles which report, review and assess experiments and experience in the practice of public administration where this is directed to development in industrialising, transitional and less industrialised countries. The journal provides a forum for for all those professional administrators and others with interests in in administrative training and management research, who are committed to discussing contemporary problems and issues in the practice of administration and to promoting the link between practical admnistration and research. Authors must also supply:
an electronic copy of the final version (see section below),
a Copyright Transfer Agreement with original signature(s) - without this we are unable to accept the submission, and
permission grants - if the manuscript contains extracts, including illustrations, from other copyright works (including material from on-line or intranet sources) it is the author's responsibility to obtain written permission from the owners of the publishing rights to reproduce such extracts using the Wiley Permission Request Form. Permission grants should be submitted with the manuscript.
Submitted manuscripts should not have been previously published and should not be submitted for publication elsewhere while they are under consideration by Wiley. Submitted material will not be returned to the author unless specifically requested.
Electronic submission. The electronic copy of the final, revised manuscript must be sent to the Editor together with the paper copy. Disks should be PC or Mac formatted; write on the disk the software package used, the name of the author and the name of the journal. We are able to use most word processing packages, but prefer Word or WordPerfect.
Illustrations must be submitted in electronic format where possible. Save each figure as a separate file, in TIFF or EPS format preferably, and include the source file. Write on the disk the software package used to create them; we favour dedicated illustration packages over tools such as Excel or Powerpoint.
Manuscript style. The language of the journal is English. All submissions including book reviews must have a title, be printed on one side of the paper, be double-line spaced and have a margin of 3cm all round. Illustrations and tables must be printed on separate sheets, and not be incorporated into the text.
The title page must list the full title of the article, and names and affiliations of all authors. Give the full address, including e-mail, telephone and fax, of the author who is to check the proofs.
Include the name(s) of any sponsor(s) of the research contained in the paper, along with grant number(s).
Supply a summary of up to 200 words for all articles [except book reviews]. A summary is a concise summary of the whole paper, not just the conclusions, and is understandable without reference to the rest of the paper. It should contain no citation to other published work.
Include up to 8 keywords that describe your paper for indexing purposes.
The journal will not publish articles in excess of 6000 words: experience shows that readers welcome shorter articles.

Reference style. References should be quoted in the text as name and year within brackets and listed at the end of the article alphabetically. Where reference is made to more than one work by the same author published in the same year, identify each citation in the text as follows: (Collins, 1998a), (Collins, 1998b). Where three or more authors are listed in the reference list, please cite in the text as (Collins et al., 1998)
All references must be complete and accurate. Where possible the DOI for the reference should be included at the end of the reference. Online citations should include date of access. If necessary, cite unpublished or personal work in the text but do not include it in the reference list. References should be listed in the following style:

Illustrations. Supply each illustration on a separate sheet, with the lead author¡¯s name and the figure number, with the top of the figure indicated, on the reverse. Supply original photographs; photocopies or previously printed material will not be used. Line artwork must be high-quality laser output (not photocopies). Tints are not acceptable; lettering must be of a reasonable size that would still be clearly legible upon reduction, and consistent within each figure and set of figures. Supply artwork at the intended size for printing.
The cost of printing colour illustrations in the journal will charged to the author.
Copyright. To enable the publisher to disseminate the author¡¯s work to the fullest extent, the author must sign a Copyright Transfer Agreement, transferring copyright in the article from the author to the publisher, and submit the original signed agreement with the article presented for publication. A copy of the agreement to be used (which may be photocopied) can be found in the first issue of each volume of Public Administration and Development. Copies may also be obtained from the journal editor or publisher, or may be printed from this website.
Further Information. Proofs will usually be sent to the author for checking. This stage is to be used only to correct errors that may have been introduced during the production process. Prompt return of the corrected proofs, preferably within two days of receipt, will minimise the risk of the paper being held over to a later issue. 25 complimentary offprints will be provided to the author who checked the proofs, unless otherwise indicated. Further offprints and copies of the journal may be ordered. There is no page charge to authors.
