The Journal of Regulatory Economics serves as a highly quality forum for the analysis of regulatory theories and institutions by developing the rigorous foundations of regulation. Both theoretical and applied papers are published, including those describing experimental research. Papers on all aspects of regulation are published, including the traditional problems of natural monopoly, deregulation and new policy instruments, insurance and financial regulation, health and safety regulation, environmental regulation, hazardous and solid waste regulation, and consumer product regulation. The Journal of Regulatory Economics provides researchers, policy makers and institutions with current perspectives on the theory and practice of the economics of regulation.

Instructions to Authors

Recent legislative and policy reforms have changed the nature of regulation. Partial deregulation has created a new dimension to regulatory problems, as the debate is extended to include diversification and new forms of the regulation. The introduction of incentive−based rate schedules and ratemaking procedures, the integration of demand−side programs with planning for capitol expansion, and other developments, raise a host of theoretical and empirical questions.

The Journal of Regulatory Economics serves as a high quality forum for the analysis of regulatory theories and institutions by developing the rigorous economic foundations of regulation. Both theoretical and applied works, including experimental research, are encouraged. Research in all aspects of regulation is of interest, including traditional problems of natural monopoly, antitrust and
competition policy, incentive regulation, deregulation, auction theory, new policy instruments, health and safety regulation, environmental regulation, insurance and financial regulation, hazardous and solid waste regulation, universal service obligation and consumer product regulation.

The JRE provides researchers, policy−makers, and institutions with current perspectives on the theory and practice of the economics of regulation. While there are a number of journals and magazines that include the study of regulation, JRE is unique in that it fills a gap in the market for a high quality journal dealing solely with the economics of regulation.
Manuscript Submission
JRE is published bimonthly. It offers expedited handling and publication of manuscripts. Every effort is made to provide decisions within two months of receipt of manuscripts. The publication schedule for articles is expedited by the submission of accepted articles on electronic media, which is then forwarded to Springer for typesetting.

Submissions should be mailed to Michael A. Crew, Editor, CRRI −− Rutgers Business School, Rutgers University, 180 University Avenue, Newark, New Jersey 07102−1897. Submissions (three copies) should be typed, double−spaced, and single−sided. An abstract (not to exceed 100 words) should be included at the beginning of the paper. Authors should include an email address for immediate acknowledgment of receipt.

There is no submission fee. For articles which are accepted for publication, there is no page charge for articles submitted on electronic media according to the JRE instructions that do not exceed sixteen typeset pages.
Fees
Charge for excess pages: accepted papers which are in excess of sixteen typeset pages will incur a page charge of $56 per typeset page to the nearest quarter page for all pages over sixteen. (This is approximately $30 per typed manuscript page for pages in excess of thirty.)

Retyping fee: accepted papers not provided on electronic media will incur a retyping fee of $7.00 per typeset page to defray partially the cost of retyping.

Math Conversion fee: accepted articles containing mathematical text which is not prepared according to JRE instructions will be charged a fee to have the journal staff convert the paper. The amount of the conversion fee is dependent on the amount of additional work required by the journal staff. An estimate for the amount will be given to the author on request. In the case of articles not submitted on electronic media, this fee is in addition to the retyping fee.
Manuscript Style
Upon acceptance for publication, please provide, for copyediting, one double−spaced, single−sided copy of the paper and a diskette, prepared according to the following Style Instructions. The increase in the number of submissions and accepted papers has made the production of the JRE a major task. In an attempt to achieve to make the task of production more manageable and to achieve speedy publication of articles we have been obliged to revise the Style Instructions . It is essential that authors follow precisely the instructions given below. Failure to do so could delay the publication of the article. The instructions fall into format, style and documentation preparation.

Please provide, for copyediting, one double−spaced, single−sided copy of the paper, prepared according to the following "style" instructions.

 Cover Page
Do not include a cover page. Give the paper title, followed by the authors, including each author's name, affiliation and complete mailing address. Any explanations or thanks should be put in an acknowledgment footnote (with asterisk as follows). Delete all extraneous information (e.g., version date, etc.), for example:

 Abstract
Begin the paper with the abstract, not to exceed 100 words.
 
 Figures and Tables
Please indicate on the hard copy and electronic copies where you would like the figures and tables placed. All diagrams, figures, and tables that are contained within the document and not sent separately should be made to fit within the page margins. Make sure all figures and tables are titled and numbered (with Arabic numerals) and are referred to as such in the text. Do not capitalize the words "figure" and "table" in references which appear in the text, for example "see figure 1" or "as shown in table 7". If the diagrams are too large to be displayed in Portrait and must be in Landscape then they should be placed at the end of the document or in a separate file to be inserted at time of typesetting.

Suggested figure formats are TIFF, GIF, EPS, PPT and Postscript. Files should be at least 300 dpi.

Originals for illustrations should be sharp, noise−free, and of good contrast. We regret that we cannot provide drafting or art service.

Titles of all diagrams, figures, and tables should be read as follows: the item (table or figure), its numbers, colon, and the title of that item. Examples:

 Headings
Use Arabic numbering for sections and subsections. Headings for sections will be in CAPS. Subheadings are to be in Title Caps. For example:

 Headings and Paragraphs
Do not use tabs at the beginning of paragraphs; start all paragraphs flush with the left margins. Do not center or indent section headings. Begin all headings flush left.
 
 Italics and Boldface
You may use the italics and boldface features of a compatible wordprocessing package.
 
 Hyphenation
Do not hyphenate words at the end of lines.
 
 Underlining
Use italics for emphasis or to indicate titles of published material; do not use underlining in your text.
 
 Equations
Equation numbers should be in parentheses and should follow displayed equations. There is no need to number equations which will not be referred to later in the text (although you may number such equations if you choose). Equations contained within the text that are not done with an equation editor should be italicized where applicable.
 
 Footnotes
All notes should appear as footnotes (endnotes will not be used). The footnote numbers in the text should be superscripted. If a footnote occurs after a word which is followed by punctuation, the number should appear after the punctuation (e.g., "as in his earlier paper.1 It is...").
 
 Quotations
The style for quotes varies according to size and use of quotes (see Chicago Manual of Style for more details). A line or two may be quoted within the text, within quotation marks. Anything more than a couple of lines should be a separate indented paragraph. Italics should not be used unless they are used to add emphasis or if they were used in the original text. If italics are used the quotes should be followed by the following statement in parentheses (emphasis added). Punctuation and capitalization of the text should be exactly as the original. All quotes should be properly referenced.
 
References:
In the text all references should be cited as follows (Name, Year, Pages), for example, (Smith 1988, 255−−266). Page numbers need only to be cited in the text if the author wishes to direct readers to a particular page(s) of the referenced work. If the name of the author has already been mentioned, the date, and the page numbers if applicable, alone may appear in parentheses, as shown by Smith (1988, 255−−322). Semi−colons are used to separate multiple Citations.

Reference List

In the reference list at the end of the document, all references should appear in the style shown in the examples below. The style is based on the Chicago Manual of Style. Please be sure that all references are complete, including page numbers of journal articles.

For example:
