By providing decision makers with insight into complex human rights issues, the Quarterly helps to define national and international human rights policy. Manuscripts cannot be returned. Papers should average between 5,000 and 10,000 words in length. Pages should be numbered sequentially, including endnote pages. All manuscripts should be original, double-spaced with 1 1/2-inch margins, including endnotes. Please send a diskette and indicate the name of the software. The Human Rights Quarterly follows The Bluebook (Harvard Law Review Association) documentation format. Endnotes should be double-spaced and on separate pages after the manuscript.
