The IEEE Journal on Emerging and Selected Topics in Circuits and Systems is published quarterly and solicits, with particular emphasis on emerging areas, special issues on topics that cover the entire scope of the IEEE Circuits and Systems (CAS) Society, namely the theory, analysis, design, tools, and implementation of circuits and systems, spanning their theoretical foundations, applications, and architectures for signal and information processing.

JETCAS only publishes papers that are submitted in response to a specific Call-for-Papers. These calls are listed on the JETCAS website, and instructions for submitting papers to a particular special issue can be found below. The procedure for preparing and submitting a proposal for a special issue can be found on the Submitting a Proposal webpage. All special issue proposals are evaluated by our Senior Editorial Board for relevance of the topic, timeliness, technical merit, impact, and general interest to the Society.

There are several key differences between JETCAS and other IEEE CAS Society publications that authors should be aware of:

  • JETCAS only accepts manuscript submissions for special issues that are currently open (see the Call-for-Papers page for a list of such issues). Papers that are not relevant to an open special issue should be submitted to one of the other IEEE CAS Society publications;
  • Only regular papers, 8 to 14 pages in length without authors' biography and formatted according to the two-colums IEEE style file, should be submitted to JETCAS.
  • There are fairly strict page limits for each JETCAS issue. If a particular issue attracts a very large number of submissions, authors of accepted papers may be asked to reduce the length of their manuscripts after the review process in order to accommodate all accepted papers.
  • An individual may not be author or co-author on more than two submissions.
  • Guest Editors may not submit original technical papers for the special issue. However, Guest Editors are highly encouraged to provide a single perspective paper together to put readers into the context of the special issue.

Submission of a contribution is taken to manifest the fact that the same paper has not been submitted, accepted, published or copyrighted elsewhere. Expanded versions of manuscript presented at IEEE and non-IEEE Conferences may be submitted to JETCAS; as a rule of thumb 50% additional technical material is expected to be present in the JETCAS submission with respect to the corresponding conference version. If part of the manuscript has been presented, published or submitted elsewhere, this should be noted in the text and major differences between the prior paper(s) and the manuscript submitted to these Journals must be explained.

Electronic Submission of a Manuscript

All manuscripts should be submitted electronically by using the web site: http://jetcas.polito.it. Please be informed that hard copies of submissions will NOT be accepted. To submit your paper electronically the following steps shall be followed:

  1. Go to http://jetcas.polito.it
  2. You need to register by entering your information if you are not already registered in the database (even as a reviewer). In this case, you will be asked to fill out a form with your name, address, e-mail address, etc. You will also be asked to provide a password.
  3. Fill out the submission form and submit. This will add a record to the submission database and begin the submission process.
  4. You will receive a submission feedback page and a chance to upload your manuscript. You may upload a postscript or pdf (preferred) file by using the browse button to search your hard drive.
  5. If you get the "Thank you" page, your file has been submitted along with the information which describes it. Once the editorial staff has checked your submission for style compliances and printability you will receive an acknowledgment via e-mail informing that the review process has begun or asking to resubmit your paper in case of problems.

Style for Submission of Manuscript

  1. Each manuscript must be formatted in must be formatted using the IEEE two-column format since their initial submissions. Style templates can be found at: http://www.ieee.org/pubs/authors.html
  2. The maximum camera-ready length of each accepted manuscript is 14 pages. Authors are encouraged to ensure that manuscripts fit within this limit in the initial submission.
  3. The abstract must be a concise yet comprehensive reflection of what is in your article. In particular:
    • The abstract must be self-contained, without abbreviations, footnotes, or references. It should be a microcosm of the full article.
    • The abstract must be between 150-250 words. Be sure that you adhere to these limits; otherwise, you will need to edit your abstract accordingly.
    • The abstract must be written as one paragraph, and should not contain displayed mathematical equations or tabular material.
    • The abstract should include three or four different keywords or phrases, as this will help readers to find it. It is important to avoid over-repetition of such phrases as this can result in a page being rejected by search engines.
    • Ensure that your abstract reads well and is grammatically correct.
  4. Each manuscript should contain in the first page the full names and (typically as footnotes) affiliation of all authors, as well as their email addresses. Acknowledgement of financial support is often placed at the end of the footnote.
  5. References should appear in a separate bibliography section at the end of the paper, with items referred to by numerals in square brackets, e.g., [12]. In either case, references should be complete and in IEEE style.
    • Style for papers: Author, first initials followed by least name, title, volume, inclusive page numbers, month, and year.
    • Style for books: Author, title, location and publisher, year, chapter or page numbers (if desired).

Important: If part of the manuscript has been presented, published or submitted elsewhere, this should be noted in the submission form that the author will access before uploading their manuscript at http://jetcas.polito.it. In particular, authors must explain major differences between the prior paper(s) and the manuscript submitted to this Journal.

Detailed instructions for preparation of the final manuscript will be provided upon acceptance of the manuscript for publication. For further information consult:

Review Process

The IEEE Journal of Emerging and Selected Topics in Circuits and Systems publishes only peer-reviewed papers. The Guest Editors of the Special Issue to which the manuscript is being submitted, will assign it to anonymous reviewers to decide on the acceptance of the paper, on mandatory modifications, and on the publication. For the perspective paper (co-)authored by the Guest Editors of the special issue, the review process will be coordinated by a member of the JETCAS Senior Editorial Board assigned by the EIC. The Author(s) is(are) responsible for checking the galley proofs prior to publication. Targeted publication time is specified in the call for papers, while electronic publication may be shorter, depending on the actual time require for reviewing each manuscript. In order to accomplish this, the outcome of the review process will be allowed to be a major revision only once, that is, the result of the review process for a revised paper will be binary: an accept (possibly after minor modification requiring an additional, short review round), or a reject decision.

Open Access

This publication is a hybrid journal, allowing either Traditional manuscript submission or Open Access (author-pays OA) manuscript submission. By selection "YES" to the Open Access question in the Author submission webpage, you commit to pay the discounted $1,750 OA fee if your manuscript is accepted for publication in order to enable unrestricted public access.
Any other applicable charges (such as the over-length page charge and/or charge for the use of color in the print format) will be billed separately once the manuscript formatting is complete but prior to the publication (See below the section Page Charges).
If you select Traditional submission, your article will be available to qualified subscribers and purchasers via IEEE Xplore. No OA payment is required for Tradition submission.

Page Charges

After a manuscript has been accepted for publication, the Author's institution will be approached with a request to pay a voluntary charge of $110 per page to cover part of the cost of publication. If the voluntary page charge is not honored, IEEE will charge a mandatory page charge of $175 per page for each page in excess of 9 pages. If the page charge is honored, the author will receive 100 free reprints (without covers). Color photos judged to be essential to demonstrate the results of a paper may be printed in color, but will incur extra cost on the author. Detailed instructions will accompany the page proofs.

Copyright

It is the policy of the IEEE to own the copyright to the technical contributions it publishes. To comply with IEEE copyright policy, authors are required to sign an IEEE Copyright Form before publication. The form is provided upon approval of the manuscript. Authors must submit a signed copy of this form with their approved manuscript. The copyright form is also available online at: http://www.ieee/org/copyright/cfrmlink

Author Names in Native Languages

IEEE supports the publication of Chinese, Japanese, and Korean (CJK) author names in the native language alongside the English versions of the names in the author list of an article. Chinese authors may use either Simplified or Traditional characters. Authors must provide the native language name in Unicode characters to be displayed in the byline of the article, in parentheses, after the English version of the name. The manuscript can be prepared using the "Insert Symbols" list in Microsoft Word or the CJK ASCII Unicode for LaTeX. It is essential that you carefully check any article proofs you receive prior to the publication of your paper to verify the correct rendering of the Chinese, Japanese, or Korean names.

Fonts

The following font styles will be used when rendering Chinese, Japanese, or Korean characters in the final publication:

  • Simplified Chinese: SongMT
  • Traditional Chinese: SungMT
  • Japanese: MS Mincho
  • Korean: Batang

Preparing a Manuscript for Submission

Microsoft Word

Submitting a CJK name in your MSWord manuscript is straightforward using the "Insert Symbols" feature. Simply add the characters in parentheses after the name of each author who would like to have their name shown in their native language. To avoid potential problems, please use the standard CJK Microsoft fonts for the characters.

LaTeX Submissions

If LaTeX is used to prepare your manuscript, IEEE requires that you provide CJK ASCII Unicode for Chinese (traditional or simplified), Japanese, or Korean.

For submissions in both MSWord and LaTex, please ensure that:

  • The manuscript's MSWord document or LaTeX file contains the proper characters.
  • The cover letter states that the manuscript contains author names in Chinese, Japanese, or Korean characters.

IMPORTANT: Be sure to carefully check the rendering of the native language name in your article during article proof review (prior to final publication).
