ABOUT THE JOURNAL
Advances in Electrical and Computer Engineering® (Adv. Electr. Comp. Eng.) is a peer-reviewed journal published by the Stefan cel Mare University of Suceava and the Romanian Academy of Technical Sciences, Romania. This journal is indexed and abstracted in Science Citation Index Expanded® and Journal Citation Reports/Science Edition® by ISI Thomson Reuters. The AECE Journal policy is to publish high quality original scientific articles with permission from the Editorial Board. Papers must be written in English. They must not have been previously published and should not be under consideration for publication elsewhere.
AIMS AND SCOPE
The principal aim of the journal is to bring together the latest research and development in various fields of science and technology such as computers science, artificial intelligence, pattern recognition, knowledge engineering, process control theory and applications, distributed systems and computer networks, electronics, communications, data transmission, software engineering, energy converters, control of electric drive systems, non-conventional energy conversion, sensors, transducers modeling and design, electro-physics, and nanotechnology.

FIVE REASONS TO PUBLISH YOUR RESEARCH PAPER IN AECE
» Rapid publication The on-line submission system, electronic peer review and production make the process of publishing your article very simple, fast and efficient. Usually, it takes 3 to 6 months from the moment you finished your submission and a response is generated by the reviewing system. If your paper is accepted, it may take up to 3 months before it will be printed (this period may be longer if you delay the response to observations made by our reviewers). The current average review time, measured from the moment the submission is completed and a decision is made, is about 107 days.
» Impact Factors and Thomson Reuters (ISI) citation tracking All papers are published in printed form and on-line and are abstracted and indexed in many international databases, including ISI Web of Knowledge®, SCOPUS®, and INSPEC. For the on-line version we provide a "Cited-By" section where authors and readers may track the citations. References for papers are also citation-tracked.
» Inclusion in all major bibliographic databases AECE is already included in all major databases and we work to extend the coverage.
» Quality and high standards of peer review We have a high standard of peer review. A strong Editorial Board help us with policy and decision-making, and in some cases help with choosing referees and reviewing manuscripts.
» High visibility and promotion of your articles The Open Access policy ensures high visibility and maximum exposure of your research work as anyone with online access can read your article. The printed version of the journal is distributed to university libraries all over the world. Articles published in AECE are widely promoted through e-mail messages, table of contents, e-mail alerts, feeds, and press releases to the general and scientific press, resulting in an increasing level of visibility for each article.
PEER REVIEWING PROCESS
The submitted papers are subject of a double blinded peer review process, in order to select for publishing the articles meeting the highest possible standards in electrical engineering and computer science. The reviewers' identities are not disclosed to the authors, nor are the authors' identities disclosed to the reviewers.
When a manuscript is submitted to AECE Journal, it undergoes an initial prescreening by the Editorial Board in order to determine whether or not the paper fits the scope of the Journal. If the Editorial Board feels the manuscript meets the journal's minimum standards for publication, the paper then enters a blind reviewing process.
In the main reviewing phase, the Executive Editor or a designated editorial board member sends the received papers, without the name and affiliation the of authors, to two experts in the field, by using the on-line web management system. The electronic evaluation form used by reviewers contains a checklist in order to help referees to cover all aspects that can decide the publication. In the final section of the evaluation form, the reviewers must include observations and suggestions for improvement that are sent to the authors, without the names of the reviewers.
All the reviewers of a paper remain anonymous to the authors and act independently before, during and after the evaluation process. They have different affiliation, are usually located in different countries, and they are not aware of each other's identities. If the decisions of the two reviewers are not the same (accept / reject), the paper is sent to a third reviewer.
If the suggestions of reviewers for improving the paper are rejected by the author, the Editor-in-chief invites the author to reply to reviewers with the respect of anonymity, using the on-line support interface. Observing the dialog, the Editor-in-chief may send the paper to additional reviewers.
The final decision for publication is done by the Editor-in-chief based on the scrutiny of reviewers and the scope of the journal.
The Editor-in-Chief is responsible for the quality and selection of manuscripts chosen to be published, and the authors are always responsible for the content of each article.
MANUSCRIPT PREPARATION GUIDELINES
As an author, you are kindly advised to use the paper template available for downloading below. This way you have nothing to change in terms of paper and text format. Simply applying the styles defined in the document will be sufficient. Author name, affiliation and complete address are to be placed underneath the title. In case of multiple authorship of a submitted paper, the affiliation and complete address of each author must be specified.
Papers should be written in English and submitted in the final camera-ready form. It is mandatory to submit your original work in Microsoft Word format (.DOC) by using our online manuscript submission system. We will do the final formatting and all necessary format conversions of your paper. Papers must have an even number of pages: 4, 6 or 8. At least 50% of the last page should be occupied by text.
You have to "Make a Submission" and upload your paper by using the online interface. All subsequent versions should be uploaded by using the same paper ID and your defined password. We are unable to process files sent by E-mail.
An AECE copyright form will have to accompany your submission. Authors are responsible for obtaining any security clearances. All authors have to sign the copyright transfer form. The signed copyright form has to be scanned and uploaded by using the corresponding copyright form upload interface on the website. There are some restrictions regarding the length of the copyright file, so please read carefully the instruction provided there.
Five key words or phrases arranged alphabetically and separated by commas have to be present after the abstract section. A list of key words is available. Try to use only the key words defined here, do not invent others.
As all papers of AECE are published online, including the references, it is mandatory to include permanent links for all references available online. References linking to temporary online resources are not acceptable. Only permanent links to online resources are accepted (CrossRef, PubMed, PermaLink, Handle, or similar). For every reference try to find out (this is not mandatory and not always possible) a permanent online link and include it at the end of the respective reference. ARTICLE PROCESSING CHARGES
Open access publishing is not without costs. The publishing costs to AECE - Advances in Electrical and Computer Engineering (ISSN 1582-7445) are per article based and cover only technical costs.
Authors are requested to pay 200 EUR for each article accepted for publication. For papers over 8 pages (10, 12 pages and more), an extra charge of 25 EUR per article page has to be paid.
Payment of publication charges helps to keep a free on-line subscription to AECE journal and immediate world-wide barrier-free open access to the full text, maximizing the exposure of author research results. Developing and maintaining of online tools for peer-reviewing and publication, preparations of formats required for on-line and printed versions, securing full text inclusion in permanent databases and on-line archives, securing inclusion in CrossRef and CrossRef Cited-by-Linking are also generating costs.
A limited number of waivers for article processing charges are available at the Editors' discretion. Authors wishing to apply for these waivers should contact the Editor by using the information in the Contact section.
AUTHOR RIGHTS AND OPEN ACCESS POLICY
As an author, you are granted rights for a large number of author uses, including use by your employer (institution or company). These rights are granted and permitted without the need to obtain specific permission from the Advances in Electrical and Computer Engineering Editor, provided a full credit line is prominently placed (the citation information for your paper and copyright holder). These author rights are granted and apply only to articles for which you are named as the author or co-author.

1. Is there AECE Journal indexed in international databases ?
The quality of the Advances in Electrical and Computer Engineering journal and its world-wide impact were recognized by Thomson Reuters (former ISI - Institute for the Science of Information) that has selected in 2007 our journal for coverage in Science Citation Index Expanded and Journal Citation Reports/Science Edition. We are also abstracted and indexed in other well-known international databases - the complete list may be found above. 2. How could I find my submission status ?
3. Who decide if my paper will be published ?
After your article is uploaded in Openconf interface it will be sent to two different and independent reviewers. Author names and affiliations are removed from the paper. The reviewers send the evaluation forms to the AECE Editor-in-chief. Based on their decisions, the paper will be published or not. If the two decisions are opposite, a third reviewer will re-evaluate the paper. The final publication decision belongs to the Editorial Board. --> Read more on the HelpDesk Knowledgebase
4. How long does it take for an article to be published ?
Depending on reviewers availability and the number of papers they have to evaluate, the duration between the moment you uploaded your paper in Openconf and the moment a decision is taken may be from 3 to 6 months. If your submission contains errors (including incorrect template format, copyright form missing, etc.) the interval should be counted from the moment your submission is marked OK for evaluation. If the decision of the first two reviewers are opposite, a third reviewer is requested to evaluate the paper, this process adding one month more. An estimation of the issue where your paper will be included - if accepted, could be found in the Submission Status interface. 5. Where should I send my paper to be evaluated ?
We provide an Openconf style interface to the authors in order to improve the reviewing process. You have to registed your paper in AECE Openconf and after receiving the confirmation E-mail from the system you have to upload your paper. --> Read more on the HelpDesk Knowledgebase
6. I didn't find where to upload my paper. What should I have to do ?
You have to access the Openconf interface and on the top of the page, in the section called "Authors" there are several links, including one named Upload Paper File. You should click on that link and follow the instructions. You have to know your Submission ID and your password. 11. Why a flat charge instead of one based on the number of pages ?
We had in the past years a publication fee based on the number of pages. But, the size of an article is a poor indicator of the actual amount of work involved in obtaining peer reviews and in preparing the article for publication. A more useful indicator might be the state of an article when it is submitted, and its complexity, but the lack of tools to measure these has lead us to decide that a flat fee is the fairest approach. --> Read more on the HelpDesk Knowledgebase
12. How should I pay the publication fee ?

13. I tried to pay the publication fee but I received an error ?

14. I saw a field called "doi:" followed by a number. What is this for ?
The Digital Object Identifier (DOI) System is for identifying content objects in the digital environment. DOI names are assigned to any entity for use on digital networks. They are used to provide current information, including where they (or information about them) can be found on the Internet. Information about a digital object may change over time, including where to find it, but its DOI name will not change. This means your paper, after it will be published in our journal, it will be assigned a "doi:" number representing a permanent link to it. 15. How should I cite a paper published in AECE ?
For every paper published in AECE we provide a link called "Citation". Clicking on that link will open a pop-up window containing all the information you need to cite that paper.
